Named for Thomas Garrett, a resident of Wilmington's nearby Quaker Hill neighborhood, where slaves traveling the Underground Railroad found refuge, and for fellow abolitionist Harriet Tubman, the park provides live concerts and festivals overlooking the Christina River. The park hosts community celebrations, festivals, and 5K races also.
