However, anyone who works with numbers has seen instances in which data is creatively spun in confusing, distracting or partisan ways. And of course, we must consider what can be done where the data doesn't exist at all because it has never even been collected in methodical and reliable ways. In those cases, entire demographic sectors can be rendered invisible to stakeholders and policymakers.
